DHS EAGLE II

DHS EAGLE II is a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide information technology solutions through performance of a wide range of support services. EDC Consulting LLC (EDC) is a prime contract holder in the DHS EAGLE II Small Business Track for Functional Category 1 – Service Delivery under the Service-Disabled Veteran Owned category. EDC has established a team with proven experience delivering a full range of services and solutions in support of developing, implementing, and maintaining technology that supports the DHS mission and its business functions.

The scope of Functional Category 1 (FC1) includes the following services:

System Design, Development, Implementation, and Integration: Concept development, planning, requirements definition and analysis, systems design and development, integration, implementation, deployment, connectivity, wiring and cabling

Software Design and Development: Concept development, planning, requirements definition and analysis, SW design and development, coding and testing, production, deployment, implementation, integration, and SW application maintenance

Operations and Maintenance: Help Desk and Field Support Services (e.g., Desk-side support and LAN Administration), Network and Security Operations, Collaboration Services (e.g., Email, Voice, Video Services, Wiring and Cable), full range of O&M solutions, from maintaining and upgrading individual pieces of hardware and software to full managed service solutions

EDC Quality Assurance Program:

Implementing strong quality assurance and cost controls requires effective program planning followed by disciplined program execution. Quality and cost controls are at the foundation of EDC’s proven set of management methods and processes. These processes are integral to the management of every project, are codified in our Quality Control Plan, and used on every EDC engagement to manage and control quality and cost. EDC delivers a tailored Quality Assurance Plan (QAP) for each task order based on the five principles outlined in Table 1. We use these principles to build engagement and project-specific quality assurance and control plans in collaboration with senior leadership and stakeholders.

The work products and deliverables we produce as part of our engagements are subject to our stringent quality assurance approach, depicted in Figure 1, and are always accessible to the entire program and individual project teams. Tangible benefits of our open approach to quality assurance include:

The core of the process is a Program Deliverables Database, accessible through our portal, which contains all deliverables, artifacts, and work products. The database is under configuration management to ensure that at any given time the correct and current entry is available to management, and all information, including a record history, can be accessed for review.

Onyx Government Services: Onyx Government Services is a SDVOSB headquartered in Fairfax, Virginia specializing in data management, integration, and analysis solutions to provide decision-ready information to Command and Control (C2) and Decision Support Systems. They have demonstrated expertise in the field of Information Technology (IT), database & COTS integration, and custom software development. Onyx pairs subject matter and functional experts with developers to provide high quality, tailored solutions.

CPS VETS: CPS VETS is a customer-focused SDVOSB and HubZone Small Business. It is a rapidly growing company that is focused on providing full lifecycle services that span Information Technology (IT) and Logistics domains, and supports a range of customers that include the Department of Defense and the Department of Veterans Affairs. CPS VETS is headquartered in Clarksville, VA and supports a broad geographic market with customers in the Washington DC area and at Scott Air Force Base, IL. CPS VETS has extensive experience providing IT operations and maintenance (O&M) support as well as infrastructure design and development expertise.
