Challenge

In an effort to modernize the Business Enterprise Architecture (BEA) across the Department of Defense, the Office of the Secretary of Defense (OSD) required the design, development, configuration and coding of a new, highly customized SAP environment referred to as the SAP Center of Excellence (SAP COE).  The SAP COE was custom tailored to support specific DOD business processes and functionality while meeting strict DOD compliance standards as required by the BEA, the DOD’s Standard Financial Information Structure (SFIS) and other requirements set forth by the Office of Federal Financial Management (OFFM) and the Federal Financial Management Improvement Act (FFMIA).

Strategy

  • Develop subject matter expertise in the DOD BEA, SFIS and OFFM
  • Achieve compliance with the BEA, SFIS, OFFM and FFMIA
  • Understand the DOD’s challenges of implementing various SAP modules with DOD-specific functionality across nine enterprise level ERP programs throughout the Army, Navy, DLA and DFAS
  • Leverage EDC’s DOD process knowledge and deep SAP functional and technical expertise 

Execution

As the prime contractor for the Business Transformation Agency’s End-to-End (E2E) Transformation Advisory Services program, EDC built from ground-up, the Department of Defense’s first SAP Center of Excellence (COE). Our team led the establishment of the DOD’s COE for SAP services and provided OSD with the thought leadership and strategic guidance in support of the implementation of various SAP modules with Federal-specific functionality across DOD.  We provided our program sponsor, the office of the Deputy Chief Management Officer (DCMO), with deep SAP technical and functional subject matter expertise, along with DOD business process experts with the domain knowledge and experience necessary to serve as leadership in supporting the implementation of the DOD’s ERP program landscape. Over the course of the program, our team supported various programs including, but not limited to the Navy ERP program, the U.S. Army’s General Fund Enterprise Business System (GFEBS), Global Combat Support System – Army (GCSS-ARMY), Product Lifecycle Management Plus (PLM+) (now AESIP), U.S. Army Medical Materiel Agency/Defense Medical Logistics Standard Support (USAMMA), Logistics Modernization Program (LMP) and the Defense Logistics Agency’s Enterprise Business System (EBS) and Business Systems Modernization (BSM) programs. 

Results

EDC’s SAP Center of Excellence provided the DOD with foundational services that help make innovation possible. As part of the design, development and deployment of the SAP COE, EDC designed, built and hosted the DOD’s first-ever complete, end to end SAP system specifically tailored to support the DOD’s unique business processes and functional needs.  EDC delivered to the DOD an SAP ECC 6.0 system with custom developed functionality that included SAP’s Defense Forces and Public Security (DFPS) solution, as well as SAP’s SRM 7.0 Procurement for Public Sector (PPS) solution.  This SFIS compliant system served as the DOD’s core demonstration and proof of concept system to support enterprise architecture, compliance, configuration and performance standards mandated by the DOD.  Based on proven methodologies, the COE created increased IT efficiencies, effective cost management and standardized DOD-specific processes that ultimately increases support to our nation’s Warfighter.
